Al-Sebaie stressed that the implementation of the decision is based on the following: Exemption from the full penalty of delay in the case of payment of all outstanding financial arrears and exemption from 70% delay penalties in the case of payment of 75% of arrears and 45% In the case of payment of 50% of the arrears, and exemption from 20% delay penalties in the case of payment of 25% of the arrears.

He explained that these facilitations are valid only if the allocation is in force, and in the case of cancellation for non payment of financial dues only, and is still in the client's possession. All arrears are to be paid up to the date of payment in response to requests from citizens.

The Vice-President of the Commission for Commercial and Real Estate Affairs explained that the facilities are to be implemented under the following conditions: The construction works under a license issued by the City Authority shall be in force at the time of execution.
