Egypt affirms its commitment to continue to provide basic services to Syrians on its territory

Ambassador Mohamed El Badry, Assistant Foreign Minister for Arab Affairs, affirmed Egypt's commitment to continue to provide all the basic services enjoyed by Egyptian citizens in the sectors of health, education and higher education of the Syrian brothers residing in Egypt, despite the challenges facing the Egyptian economy and limited international support.

Al-Badri made the remarks in a speech at the launching ceremony of "Separation of Egypt" in the regional response plan to support refugees and enable their host communities in response to the Syrian crisis 2019/2020 and the Egyptian response plan for refugees and asylum seekers from sub-Saharan Africa, Iraq and Yemen. He reiterated that Egypt categorically rejects the "forced return" of refugees, allowing their integration into Egyptian society and the reunification of Syrian families in Egypt, stressing Egypt's categorical refusal to employ the humanitarian cause for the suffering of the Syrian people.

For her part, Ambassador Dina Sobhy, Deputy Minister of Foreign Affairs for Migration, Refugees and Trafficking in Human Beings, said that the launch of the two plans comes at a time of increasing crisis and instability in the immediate neighboring countries of Egypt, adding to the suffering of the peoples of the region and pushing new numbers to seek security and safety for their lives and loved ones. For his part, Karim Atassi, representative of the United Nations High Commissioner for Refugees in Egypt and the League of Arab States, said that as of the end of last April, UNHCR had registered some 250,000 refugees in Egypt and asylum seekers from 56 different nationalities, of which 133,000 were in Egypt Of the Syrian nationality, and 116 thousand of them are asylum seekers and refugees of other nationalities.

He stressed that the support provided by the Egyptian government and the people of Egypt was crucial in creating a humanitarian area that would protect the 250,000 registered people in the UNHCR, as well as many individuals who are in a "refugee-like" situation but are not registered with UNHCR.

In his capacity as representative of the International Refugee Organization, he expressed his deep gratitude and appreciation for the warm hospitality and generous treatment shown by the authorities and the people of Egypt over the decades and the special attention paid by refugees and asylum seekers to the 100 million health initiative under the auspices of President Abdel Fattah Al Sisi.

The "response plan" stressed that the host community's vulnerabilities and needs are no less than those of refugees, especially given the likelihood that the Egyptian economy will face continuing challenges during the period 2019-2020 and that although the government's efforts to reform In the medium to long term, vulnerable populations will continue to face serious short-term challenges, and the regional response plan for refugees and resilience – Egypt's response plan will continue to use the official poverty rate data of the Central Agency for Public Mobilization As well as the poverty map, to target the most vulnerable communities among areas hosting large numbers of refugees. It will also emphasize working with local actors and the Government to further strengthen capacities to better understand the needs, challenges and opportunities associated with hosting refugees.

The RPCR and 2019-2020 are designed to continue the efforts of partners to enhance protection for Syrian refugees and to support the most vulnerable refugees and host communities.

Partners in the Regional Refugee Response and Sustainability Response Plan will continue to support state institutions to gradually improve protection and service delivery and complement government efforts whenever necessary.

The ceremony was attended by ambassadors of donor countries, representatives of UN agencies involved in response plans, representatives of international and regional organizations in Cairo and civil society organizations, as well as representatives of relevant Egyptian government institutions.
