In an announcement, the chairman of the board, Anji Bai, said that if approved, telecom companies will be given permission to develop new tools to prevent automated calls, and may also allow consumers to block calls from numbers not on their contact lists.

"By making clear that this call ban is allowed, the FCC will provide voice service providers with the legal certainty they need to prevent unwanted calls from the start so consumers do not have to receive them," Bay said.

If adopted, it may trigger new call-blocking tools, such as those used by third-party applications. The systems will include protection against emergency call barring, and consumers will be able to cancel calls if they wish.
