"Seventh Day" reviews the objectives of the draft internal navigation law submitted by the government, as contained in the report of the Committee on Transportation and Communications in the House of Representatives.
And reviews the "seventh day" as follows:
1. Ensuring the safety of internal navigation through the amendment of the rules and regulations of licenses for the management, use and command of units, and to avoid the occurrence of accidents caused by technical and human errors through compliance with the licensing and traffic rules, and obligating the units working in the field of river transport to carry two metal plates that are installed visibly In the river unit. So as to ensure the smooth movement of navigation in safe and accessible shipping.
2. Encouraging investment in the field of river transport through the establishment of a legal regulation to facilitate the procedures of licensing. Control the ownership of river units by documenting all the actions contained therein.
3. Establishment of databases for the river transport system and the river working units shall be under the hands of the General Authority for River Transport in order to be able to know all the actions that occur to the river unit and the extent to which the unit owner used his original rights and subordination to preserve the rights of others. Of river units. Authorization of the administration in determining – in crimes determined by law – the power of administrative withdrawal of licenses, suspension or cancellation, or the cancellation or reservation of the vessel according to the controls.
4. To stipulate the obligation of the Authority to take the necessary measures for the safety of the passage of river units within the navigation lanes. Adjustment of the fees payable in proportion to the cost of the service provided and benefiting from the revenues in the development of the system in the light of the economic changes, while ensuring the state's entitlement to taxes and fees resulting from the use of the company's infrastructure by the state of water lines and presence within the river.
5. Achieving constitutional obligations to protect the waters of the Nile. To impose state control on one of the most important service facilities in the state, the river transport facility through the imposition of appropriate penalties on those who disturb the good performance of this system and out of the framework specified for the benefit of the citizen and the state and its employees.
