The Supreme Constitutional Court, headed by Counselor Dr. Hanafy Jibali, ruled out the claim that article 12 of the Emergency Law is unconstitutional.
Gamal Ibrahim Attieh, who filed the constitutional motion No. 3 for the year 21, demanded that the provisions of Article (12) of Law No. 162 of 1958 regarding the state of emergency law be unconstitutional.
Article 12 states that "in any way, judgments of the State Security Courts shall not be appealed against, and these provisions shall not be final until they have been ratified by the President of the Republic."
