The second bill, which will be discussed by the Council today, is a draft law submitted by the Government with the authorization of the Minister of Petroleum and Mineral Resources to contract with the Egyptian General Petroleum Corporation and the Egyptian National Petroleum Exploration and Development Company for oil exploration and exploitation in the south-east of Abu Sinan in the Western Desert of the Arab Republic of Egypt. Under the agreement, the government grants the Authority and the contractor a limited obligation to search for and exploit oil in the south-east area of Abu Sinan in the Western Sahara described in accordance with the provisions, undertakings and conditions set out in this agreement which have the force of law. According to the parliamentary report, the parliamentary committee approves the agreement, and stresses that the provisions of the Convention in place of the bill of provisions, to achieve the Egyptian state a good return, is to obtain the full production as the General Petroleum Company is wholly owned by the state.
