Speaker: The Council stands firmly against any attempt to harm the youth

The House of Representatives, during its plenary session today, chaired by Dr. Ali Abdel-Al, approved the draft law submitted by the government to amend some provisions of the Narcotics Act.
The amendment approved by the Council included the addition of a new article of Law No. 182 of 1960 on the fight against drugs and the regulation of its use and trafficking in the first number, as follows: "In the rule of narcotic drugs in the application of the provisions of this law, A decision shall be issued specifying the controls and standards of these articles from the competent minister. The provisions of this law shall apply to the articles that are created. "
Dr. Ali Abdel-Al stressed the Council's keenness on the safety of Egypt's psychological and physical youth from "synthetic synthetic substances" and stands resolutely against any attempt to harm the youth who are half of the present and the whole future, stressing the concern for the safety of the procedures in the draft law and the wording was disciplined according to the provisions of the Constitutional Court .
The Chairman of the Council, the Advisor Bahaa Abu Shata, a great legal value, and his vision in the amendments submitted by the government is correct with the deputies and the matter was referred to the debate and dialogue in the Legislative Committee to reach a formula to achieve the desired objectives and not to achieve patents for those who commit these crimes, saying: One of the largest lawyers in the Middle East and I can not pay in criminal law and the Committee on Legislative and Constitutional Affairs actively participate in the production of parliament and all these actions are in the interest of society and provide a positive image of Parliament and its deputies.
The session was a debate over the text that was coming from the committee and the proposal from the government, which reads as follows: "In the rule of narcotic drugs in the application of the provisions of this law, the substances that are created that have an adverse effect on the mind or mental and neurological condition of those effects caused by the narcotic drugs shown In the attached table No. 1, and a decision shall be issued specifying the controls and standards of these materials from the competent minister.
The advisor Bahaa Abu Shata, the head of the legislative committee, objected to the fact that the materials that are created are harmful to the mind or the psychological and neurological situation. He called for the deletion of the phrase "psychological and psychological effect" because it increased. Dr. Ali Abdel-Al wondered whether this phrase might lead to the innocence of the accused.
For his part, Advisor Omar Marwan, Minister of the House of Representatives, said that the government was keen to set up controls to make it clear that the Council authorized the Ministry of Health to put the materials created tables of drugs and expose the law to the suspicion of unconstitutionality.
"There is no problem because the Constitutional Court considered that the delegation of the minister through the law is constitutional," Abu Shata said.
Abu Shata said that talking about the text with the psychological and nervous impact in the law will cause confusion and great controversy in the corridors of the courts and we are in no need to do so, and the law gave the competent minister to be responsible for identifying the narcotic and annexing the table, saying: "We do not need to open loopholes Who commits these crimes against the people. "
And considered that the deletion of the impact of the text achieves a kind of discipline and sound wording according to the art required, so that members agree with the consent of the government represented by the adviser Omar Marwan.
